Fixing Health Care and Immigration

First, we need to admit that we cannot possibly remove the illegal population. we let it go for too long, and finding and deporting them, is far too expensive. Instead, let’s tell them they will need to register as a non-citizen resident, to be allowed to stay. Then, we have them register for an ID card, or drivers license, at 2% to 4% higher than citizens would pay. Keep this same 2%-4% additional income tax, than a citizen.

Create laws that prohibit them from gaining citizenship unless they return to their country of origin, and go through proper channels.

Do not allow them to participate in social security, medicare, etc, and instead, have them pay supplemental programs taxes, that would fund clinics, and emergency room care, to cover the costs to all the un-insured served there.   Do however, allow them to purchase insurance if they desire, again at 2%-4% higher rates than citizens, use that money to supliment rates for citizens.
Next, we must be sure that employers face drastic penalties if they are discovered to employ anyone who is not registered. In fact, if we are allowing them to stay, and register, there should be no one in this category anymore, so there should be no excuses for not following this law.

I would also limit the amount of damages that people can sue for against medical practitioners, with the only exceptions being obvious negligence. There are far to many frivolous lawsuits out there. I would also require detailed regulation on each and every hospital, so they all have reasonable charges.

I am sure there are other aspects of this, and those who would appose it, but this is my idea in a nutshell, and I believe  it would make a huge difference.
